Fines, jail for
rogue security guards
November 23, 2006
ROGUE security providers could face
heavy fines of more than $30,000 or up to 18 months jail under new laws to
be introduced into Queensland's Parliament next week.
The legislation will be the toughest in Australia, Premier Peter Beattie
said.
Unlicensed security guard providers
would face fines of up to $37,500 for a first offence, five times the
current penalty, and 18 months jail for repeat offenders.
Mr Beattie said the crackdown followed
a spate of recent incidents, including the death of a young man outside a
hotel in Brisbane's west in May.
"Hospitality and tourism is a key part
of this economy and the backbone of a lot of people's businesses and we
don't want criminals and we don't want thugs involved,'' he said.
"We've had a number of young people
who have lost their lives and this is about the government saving them.''
Even locksmiths, crowd controllers,
electronic surveillance installers and guard dog handlers will undergo
background and criminal history checks to become licensed under the Security
Providers Amendment Bill.
At present, such people do not need
licences.
"In terms of a locksmith, for example,
I would think everyone would want to ensure that a locksmith doing work at
their place wasn't a criminal,'' Mr Beattie said.
The laws were likely to come into
force around the middle of next year after consultation with the security
industry.
Fair Trading Minister Margaret Keech
said the Government was also concerned about the infiltration of outlaw
motorcycle gangs into the security industry, particularly on the Gold Coast.
"These amendments will go a long way
to getting rid of those sorts of very undesirable people who we certainly
don't want in the Queensland industry,'' she said.
