The Herald Sun understands a security team watching a CCTV camera feed saw “suspicious activity” involving three men and a woman.
Police swooped and stopped two men as they emerged from the carpark on to Southbank Boulevard, near Freshwater Place, just after 10am.
The heavily tattooed men, believed to be associated with the Red Devils Motorcycle Club, a feeder gang to the Hells Angels, sat hunched over in the gutter, hands cuffed behind them, as officers searched a blue Holden sedan with NSW numberplates.
Nearby office workers were shocked to see a sawn-off shotgun pulled from the boot.
Drugs and drugs paraphernalia were also reportedly found inside the vehicle.
A man and a woman in another car, which left the carpark soon after, were also stopped and arrested.
Police allege they also found drugs paraphernalia in that vehicle.
Witnesses told the Herald Sun the bikies had been in an altercation with the couple in the carpark moments earlier.
“Apparently there was a fight in the carpark,” a woman, who wished only to be known by her first name, Tess, said.
“A courier said there was an altercation in the carpark and a gun was involved. I saw the police surrounding their car as they came out of the carpark.
“They were heavily tattoed and looked tough. They seemed to be co-operating. I witnessed them getting cuffed.
“The police were searching their car and their pockets. I never expected to see anything like this. It’s pretty scary.”
Acting Sgt Adrian Smith said there was evidence of drug trafficking.
“They were observed acting suspiciously. They were intercepted. A sawn-off shotgun was located in the boot. Drug paraphernalia, like deal bags, that sort of thing, were found.”
A woman, aged 23, and three men, aged 28, 30 and 39 — were being questioned last night.
Police said drugs and weapons charges were likely.
Office workers watched from nearby buildings and restaurants as the four were arrested and put in the back of divvy vans.
A sawn-off shotgun was pulled from the boot of the blue Commodore and placed into a brown paper bag on the nature strip.
